To limit a users jobs use
qconf -arqs <name>
to modify this later use
qconf -mrqs <name>
Example:

name njb8_limit
description "limit day long jobs"
enabled TRUE
limit users {njb8} to slots=16
}
Currently limiting njb8 to 16 or 8 jobs, depending on cluster use.
